The Cuban government admits that it hid weapons in a shipment of sugar bound for North Korea.

But the Cubans say the weapons were obsolete and were on their way to North Korea for repair.

The ship with sugar and weapons on board was detained by authorities in Panama.

Anchor Marco Werman discusses the seizure with Robert Kelly, a foreign policy expert at Pusan National University in Seoul, South Korea.

Kelly says the drama surrounding the seizure is unusual.
