Chapel Hill, North Carolina, will be the first place in the country to ticket drivers for using their cellphones at all, even hands-free devices. Police won’t pull anyone over for talking on a cell, but drivers caught making traffic violations while on the phone may receive an extra ticket. He primarily works from his car, and says the ban will make running his business extremely difficult.
