Pakistan’s Telecommunication Authority, the P.T.C.L., shot to fame this past weekend after its actions inadvertently caused a total shutdown of YouTube. Oops. The PTCL says it was trying to block a video featuring disparaging remarks about Islam by Geert Wilders, a Dutch filmmaker.
