Rice raises the stakes in India

Secretary of State Condoleezza Rice is in Delhi to express solidarity with the Indian government; she called the attacks in Mumbai “the kind of terror in which al-Qaeda participates.” Rice said she wanted to consult Indian authorities on what the United States could do to help.
