Negotiators from 185 countries, meeting at the Hauge in the Netherlands, have failed to agree on final details of the Kyoto Protocol, the international agreement to reduce green house gas emissions. The sticking point came around the methods that industrialized countries should be allowed to use to meet their reductions.
