For the first time in the history of the Endangered Species Act, entire urban areas have come under the aegis of the act as several salmon runs that pass through Seattle and neighboring Portland, Oregon have been added to the list of protected species. Some fear the outcome of an argument couched in terms of people vs. salmon.
