India-China border talks to resume in January

India and China are slated to resume talks related to their border dispute in January, the Indian Express reports.  The previous round of talks was cancelled in November, as China objected to the meet being held in close proximity to a world Buddhism conference where the Dalai Lama was to deliver the valedictory address.

An important agreement to establish a new joint boundary mechanism is to be signed during the talks between the two special representatives, National Security Adviser Shivshankar Menon and Chinese State Councillor Dai Bingguo.

The mechanism is aimed at setting up direct contact between New Delhi and Beijing on incidents stemming from misperceptions over the Line of Actual Control, so as to ensure immediate attention and prevent needless escalation. Existing arrangements under the peace and tranquillity agreement between the countries currently act as communication channels between local commanders.
