We decided to look into this further. Carne Ross, director of Independent Diplomat, a non-profit diplomatic advisory group, and former strategy coordinator for the British mission to the United Nations in Kosovo, talks about lessons to be learned from Kosovo to implement in forming a new government in Libya.
