Like other fast growing western cities Albuquerque has been slow to confront the thorny problems of urban sprawl. But, the city’s newly-elected mayor Jim Baca says he’s going to take this bull right by the horns. Mr. Baca made his name in politics 20 years ago, as New Mexico’s liquor director.
