Global Drug Panel Says War on Drugs a Failure

An international panel that examined anti-drug policies around the globe declared today that the war on drugs has failed. The Global Commission on Drug Policy also urged governments to explore legalizing a number of controlled drugs. Anchor Lisa Mullins speaks with one of the panel members, the former president of Colombia, César Gaviria.
