Steve Inskeep of member station WBGO reports on the move by New York City to delay the New York Power Authority’s controversial $6 billion dollar hydroelectric contract with a Canadian utility. Mayor David Dinkins has suggested that the contract might not be necessary if New York utilities make a greater investment in energy efficiency.
