Maine legislators agree to reopen path for international fish spawning

The alewives of the St. Croix River live an international life. Their river is the boundary between Canada and the U.S., jointly governed by both nations. But, in 1995, Maine decided to shut down the route the alewives took to spawn. The population crashed. But this year, the gates were reponed.
