Activists say government troops stormed a northwest town and killed nearly 200 people in Syria on Tuesday. The violence comes a day before a group of Arab League observers are set to arrive to oversee the implementation of a peace initiative. The United Nations estimates that over 5,000 people have been killed by President Bashar al-Assad’s government since the uprising began in March.
