Dera’a has been cutoff by troops and tanks for more than two weeks, with dozens killed and hundreds arrested, according to BBC correspondent, Jim Muir. He says that the government says the situation in that city is back to normal; however, it still has not allowed U.N. relief missions into the country. Diplomats at the United Nations say international pressure has caused Syria to drop its plans to run for a seat on the U.N. Human Rights Council.
