James Baxter is based in Ottawa and covers an array of North American economic and trade issues for Global Post. He served as bureau chief at the Alberta legislature for the Edmonton Journal and the Calgary Herald before moving to the Journal's editorial board. Before Edmonton, Baxter worked in the Parliament Hill bureau of Southam News (now the CanWest News Service), the news wire for Canada's largest chain of local daily newspapers, covering the industry, trade and commerce beat, as well as the business of government. Aside from covering events and issues around Ottawa, Baxter also was responsible for monitoring developments at the World Trade Organization, the North American Free Trade Agreement tribunal and the Office of the U.S. Trade Representative. Prior to joining Southam News in 1998, Baxter served as a foreign correspondent in
Peru and Ecuador for the London-based Gemini News Service. He also worked
for the Montreal Gazette, the Globe and Mail, the Christian Science Monitor and the Associated Press before joining the now-defunct Montreal Daily News, where he was an award-winning sports writer, assigned to cover the Montreal Canadiens, Montreal Expos, the Canadian Grand Prix and the Canadian Open. Baxter has degrees in journalism from Syracuse University's S.I. Newhouse School of Public Communications and in international relations from its Maxwell School of Citizenship. He also earned a master's degree specializing in media administration, and received a Nieman fellowship at Harvard University in 2007.
