In Russia, parliamentary elections are due to take place in December. But today the main European election watchdog abandoned its plans to monitor those elections. The Organisation for Security and Cooperation in Europe says Russia has imposed too many restrictions and delays on its work. Russian officials reject the accusations. The World’s Jeb Sharp reports.
