What began this trend? 

There is plenty of blame to go around. It could be an increasing pressure of a hyperbolic media atmosphere. Or it could be protest movements going to new lengths to project their respective messages. Whether it is protesters or the coverage, the crazy costumes and the crazy acts are only getting more so.
