Washington D.C. HIV/AIDS infection rate hits 3%

A new report funded by the Center for Disease Control says the rate of HIV/AIDS infection in Washington D.C. has hit three percent. The rate is higher than in many West African countries and comes as a surprise to many who thought the disease was waning.
