Congress Averts Government Shutdown

For weeks, Republicans and Democrats have been fighting over the payroll tax, which has become linked to a $1 trillion spending bill that would keep the government financed through the rest of the fiscal year. Last night Congress came to an agreement on a temporary deal to avoid a shutdown.
