Authoritarians justify targeting dissidents abroad as ‘counterterrorism’

There’s a growing phenomenon of countries repressing dissidents beyond their own borders, including a NATO ally of the US: Turkey. As the Washington Post reports, the tactics and language justifying these actions are pulled from the post-9/11 counterterrorism playbook.
