Russia using deadly tactic in Ukraine that it perfected in Syria

In recent days, Russia has used what’s called a “double tap” tactic in its latest attack on the Ukrainian city of Pokrovsk. It’s when aircraft bomb an area and then return to attack it again once the rescue workers have arrived on the scene. Russia has used this tactic in the past in Syria. The World’s Shirin Jaafari explains.
