The UN World Tourism Organization estimates that international tourism could decline by 80% this year due to the pandemic. Some national overnments are trying to mitigate that by forming “travel bubbles” with neighboring regions. They allow for travel across borders for non-essential trips without quarantining upon arrival. But many countries, including the US, are being excluded as coronavirus cases within their borders continue to climb.
