With the raucous street party of Carnival just weeks away, Brazil’s Congress is mulling a law making happiness a constitutional right. Several lawmakers are set to introduce the proposed constitutional amendment into Brazil’s Senate this session – and the reasons they give have nothing to do with dancing or drinking in the streets. The NGO backing the new law, Happy Movement, says inserting the phrase “the pursuit of happiness” into article 6 of Brazil’s constitution will better enable people to take their government to task when it fails to provide equal opportunity to the poor.
