The Tal Law, which exempts ultra-Orthodox yeshiva students from mandatory military service, was declared unconstitutional by the High Court in February, and is due to expire in August.
On Wednesday, Israel's defense minister Ehud Barak ordered the army to prepare for a universal draft, which would include ultra-Orthodox Jewish men and Arab Israelis.
The Tal Law, which exempted ultra-Orthodox Jews from mandatory military service, was declared unconstitutional by the High Court in February, and expired in August.
