Democratic Republic of Congo and Rwanda are set to sign a peace deal brokered by the Trump administration in Washington today. Insurgent group M23 currently occupies areas of eastern DRC. Critics of today’s peace deal note that the insurgents — who Rwanda is accused of backing — say that they aren’t beholden to the agreement. The World’s Host Carolyn Beeler spoke to Michelle Gavin, senior fellow for Africa studies at the Council on Foreign Relations and former ambassador to Botswana from 2011 to 2014.
