When Rodrigo Duterte was president of the Philippines, from 2016 to 2022, he seemed invincible. Now, he’s confined to a drab prison cell in the Hague. At 79, he is the International Criminal Court’s most high-profile prisoner ever. Duterte was arrested last week for overseeing a war on drugs that killed, by some estimates, up to 30,000 people. As The World’s Patrick Winn reports, victims’ relatives are ready to face Duterte in court.
