Tourism in Cuba has not recovered since the pandemic and new conditions on the island are deterring tourists from visiting to soak up its culture, beauty and political history. Michael Bustamante, an associate professor and Emilio Bacardí Moreau Chair in Cuban and Cuban-American Studies at the University of Miami, explains the roots of the problem.
