A military partnership between Egypt and Somalia has Ethiopia alarmed. That’s because the partnership calls for thousands of Egyptian troops in Ethiopia to join an African Union force stationed there. It also comes as there are renewed tensions in response to Ethiopia damming a tributary of the Nile.
