ICC targets top Russian generals with warrants

The International Criminal Court has issued arrest warrants for Russia’s former defense minister and its military chief of staff for attacking civilian targets in Ukraine. The warrants for Sergei Shoigu and Valery Gerasimov mark the third time the ICC has accused senior Russian leaders of war crimes.
