Why does the US have so many special envoys?

Special envoys are not necessarily ambassadors, but they are diplomats. They don’t need congressional approval but they do report to the State Department, the president, and in some cases they are crucial to US foreign policy. There’s also lots of them, so why does the US have so many special envoys and representatives? Host Marco Werman speaks with Kurt Volker, a former special envoy for Ukraine negotiations. He’s now a distinguished fellow at CEPA — the Center for European Policy Analysis.
