When prisoners make the rules

Ecuador’s prison system has long been the main theater of violence in the country, with hundreds of prisoners killed in recent years as members of competing criminal gangs fight for power. It’s just one example of self-governing prisons, that are common across Latin America, and lead to mixed outcomes. The World’s Tibisay Zea reports.
