The International Criminal Court is currently investigating war crimes in Ukraine. In general, cases are complex and rely on crucial first-person testimony, especially from within the chain of command. Otherwise, it is difficult to prove that a political leader is involved. But, there is precedent. After the ethnic conflict in the Balkans, an international tribunal was convened to try Slobodan Milosevic for war crimes and crimes against humanity.
