What it takes to try a war criminal: Part 1

The International Criminal Court is currently investigating war crimes in Ukraine. In general, cases are complex and rely on crucial first-person testimony, especially from within the chain of command. Otherwise, it is difficult to prove that a political leader is involved. But, there is precedent. After the ethnic conflict in the Balkans, an international tribunal was convened to try Slobodan Milosevic for war crimes and crimes against humanity. It depended on a key insider witness. The World’s Chris Harland-Dunaway tells the story of the witness that changed the course of the tribunal, and the American prosecutor who worked with him.
