Venezuela sits atop some of the largest oil reserves on Earth. But its leaders were overjoyed in recent days when the first of five oil tankers from Iran docked at Venezuela’s El Palito refinery. Risa Grais-Targow, a Venezuela analyst at the Eurasia Group, explains the importance of the oil flotilla to The World’s Marco Werman.
