Public scrutiny of a network of secret prisons across southern Yemen led to the release of a handful of prisoners in recent weeks. But according to Amnesty International, more prisoners are being held without charge by jailers who answer to the United Arab Emirates and the Yemeni government, both allies of the United States in its war against al-Qaeda.
