When a rent freeze was introduced in Berlin in 2019, tenants rejoiced. Now that jubilation has been replaced by anxiety as a German court has ruled that the rent cap introduced by Berlin’s state government infringed on federal law. Tenants face not only a rent hike but back payments for the time the freeze was in place. Tenants’ rights groups say they are taking their campaign for a rent cap nationwide as The World’s Europe correspondent Orla Barry reports.
