The International Criminal Court has issued an arrest warrant for Vladimir Putin. The Russian president, along with his commissioner for children’s rights, is being charged with the abduction and deportation of Ukrainian children. Human rights groups say the move is an important first step toward holding Putin accountable for war crimes.
