Taps running dry in Puerto Rico

The collapse of the electrical grid isn’t the only major catastrophe Puerto Ricans are facing in the aftermath of Hurricane Fiona. Most people on the island are also lacking access to clean water. Raul Santiago Bartolomei, a professor at the University of Puerto Rico’s Graduate School of Planning, talks with The World’s Marco Werman about why clean water is so scarce.
