Syria sanctions reexamined

Sanctions on Syria were supposed to create leverage over the Syrian government and pressure it to end its brutal civil war. That hasn’t happened. Instead, fuel and food costs make it difficult for most people to afford basic necessities. The World’s Marco Werman spoke with Karam Shaar, a Syrian political economist, about how to reimagine the sanctions without making living conditions worse for civilians.
