For four decades, investors have tantalized Spaniards with grandiose plans for mega-resorts that would attract tourists and riches. The latest, called Hard Rock, promises fancy hotels and casinos along Spain’s Mediterranean coast, some 100 miles south of Barcelona. But Hard Rock, like similar proposals before it, stands on shaky grounds. The World’s Gerry Hadden reports.
