Sanctioned goods are still making it to Russia

The US Treasury, Commerce, and Justice Departments have issued a warning to countries that are allowing sanctioned goods to be shipped to Russia. Some of the items getting past sanctions are semiconductors, and potentially other technology that Russia can use on the battlefield in Ukraine. The World’s Marco Werman interviews Brian O’Toole, a former senior official at the Office of Foreign Assets Control at the US Treasury, about the conundrum.
