In Russia, calling the country’s invasion of Ukraine a “war” could land you in prison. Russian officials have referred to it as a “special military operation” and that label is not just about messaging, it also has implications on the battlefield. Russia has not officially declared war on Ukraine and has not conducted a mass mobilization of troops.
