Russian government resigns on live TV

As Russian President Vladimir Putin gave his hourslong federal state address on Wednesday, he suddenly shifted to talk about changing the constitution. Prime Minister Dmitry Medvedev then resigned on live television along with the rest of the government. The World’s host Marco Werman speaks with reporter Charles Maynes in Moscow to make sense of what’s going on.
