As of June 1, the private company LUMA Energy is now in charge of Puerto Rico’s power authority. It replaces Puerto Rico Electric Power Authority (PREPA) which has struggled with blackouts, bankruptcy, corruption and mismanagement. Puerto Rico is still trying to recover from Hurricane Maria, which destroyed most of the power grid in September 2017. Marco Werman speaks with Cecilio Ortiz Garcia, a political science professor at the University of Puerto Rico in Mayagüez and visiting professor at Macalester College.
