President Donald Trump has declared a state of emergency because of what he says is an invasion of the southern border. There’s no invasion, but Trump’s chief of staff explained that the emergency measure will allow the administration to divert money from other sources for a border wall. Democrats say that’s unconstitutional. Host Marco Werman speaks with constitutional expert Elizabeth Goitein.
