When two planes landed at the airport on Martha’s Vineyard off the coast of Massachusetts on Wednesday, neither the passengers nor airport officials knew why. Later the passengers, mostly from Venezuela, learned that they had been drawn into a political fight between southern governors and the federal government over immigration enforcement along the southern border.
