Last-minute offer revives nuke talks on START treaty 

The landmark START nuclear treaty with Russia is set to expire at the beginning of the year, and it looked as though the White House planned to exit the treaty. But Alexandra Bell, a former adviser to the US Under Secretary of State for Arms Control, talks with The World’s Marco Werman about a new offer from Moscow and what it might mean.
