A drastic reduction in carbon emissions is the only way to keep global warming from reaching catastrophic levels. Leaders from the US and EU, among other countries, have backed a phasedown, with some qualifications. But many developing and middle-income countries — including large parts of Africa — say they deserve to exploit their natural resources and develop just like richer countries have done.
