President Joe Biden wants to get on the phone with Emmanuel Macron to smooth over a diplomatic dispute that’s broken out with France. The announcement late last week that the US, Australia and the UK have signed a new security pact took Paris by surprise. It meant that a big military contract signed between France and Australia several years ago would be scrapped.
