El Salvador sees surge in violence

El Salvador’s government has declared a state of emergency after 76 people were killed between Friday and Saturday, apparently at the hands of gang members. As The World’s Latin America correspondent Jorge Valencia reports, the decree allows the government to wiretap citizens and detain them for up to two weeks without charges.
