Do political appointments at the State Department undercut diversity?

The Biden administration has signaled that diversity at the State Department is a priority. Part of that effort led to last month’s appointment of Gina Abercrombie-Winstanley as the State Department’s first chief diversity officer. Today though, President Biden appointed ex-Chicago mayor Rahm Emanuel as the next US ambassador to Japan — a political appointment. Critics say that these types of appointments often come as rewards to political allies and top donors — and undercut diversity.
